Installing a seat belt or positioning belt on a wheelchair or scooter is described in this video. In most cases you can piggy back an existing screw and all you need is a phillips screwdriver.

While a wheelchair or scooter seat belt may keep you in your wheelchair or scooter seat, it should NEVER be used as a motor vehicle restraint. When riding in a motor vehicle, always make sure your wheelchair or scooter is properly secured to the vehicle and you are properly secured using an approved restraint from the vehicle, not from the wheelchair or scooter.
